What is IFC?

On June 4, 1999, the Government of Saint Lucia signed the Establishment Agreement with the private sector partner International Financial Partners (IFP), officially marking the country’s entry into the international financial services sector. The uniqueness of this model lies in the collaboration between the Government and the private sector.

Under the agreement, IFP was required to establish the Financial Center Corporation (FCC), while the Government created the International Financial and World Investment Center (IFWIC) — a wholly state-owned entity under direct governmental control. IFWIC is responsible for managing the registry of companies and trusts incorporated under international financial services law. For branding purposes, IFWIC is promoted as PINNACLE ST. LUCIA.

How does IFC operate?

IFC operates under a comprehensive legal framework, including but not limited to:

• Financial Services Regulatory Authority Act (2011, amended up to 2022)

• International Mutual Funds Act (Cap 12.16, amended multiple times)
• International Cooperation Act (Cap 12.21, amended 2006–2019)
• International Trusts Act (Cap 12.19, amended 2015–2019)
• Anti-Money Laundering Act (2010, amended up to 2023)
• Registered Agents and Trustees Licensing Act (Cap 12.12, amended 2012)
